Why are you, or why are you not, qualified and considered a competent person under the OSHA Standard?

You have just been hired as the safety manager for a demolition project, and have been asked to develop a plan and do an engineering survey. You do not have an engineering degree, but have over twenty years of experience with demolition projects. Why are you, or why are you not, qualified and considered a competent person under the OSHA Standard?
