How helpful would tablets be if students do not have Wi-fi access at home?

I wanted to learn more about this all-digital library, so I found a USA Today article. I believe this source is credible since it is an article published a national newspaper, and the author interviewed people associated with BiblioTech. Laura Cole, the BiblioTech project coordinator, notes that many of the neighborhood’s families do not have Wi-fi Internet access (Weber, 2014). This is an important challenge issue I will need to address in my project; how helpful would tablets be if students do not have Wi-fi access at home?
