Assignment of Emergency Preparedness Responsibilities (Executive Order (EO) 12656)

Executive Order (EO) 12656 was signed by President Ronald Reagan on November 18, 1988, and establishes policy of the United States is to have sufficient capabilities at all levels of government to meet essential defense and civilian needs during any national security emergency. The Order assigns national security emergency preparedness responsibilities to Federal departments and agencies.

Part 14 discusses the Department of Transportation (DOT). The mission of the Department is to: *Serve the United States by ensuring a fast, safe, efficient, accessible and convenient transportation system that meets our vital national interests and enhances the quality of life of the American people, today and into the future.

The lead responsibilities of DOT are listed as:

Develop plans to promulgate and manage overall national policies, programs, procedures, and systems to meet essential civil and military transportation needs in national security emergencies.
Be prepared to provide direction to all modes of civil transportation in national security emergencies, including air, surface, water, pipelines, and public storage and warehousing, to the extent such responsibility is vested in the Secretary of Transportation.
Develop plans to provide for the smooth transition of the Coast Guard as a service to the Department of the Navy during national security emergencies.
In coordination with the Secretary of State and the Director of the Federal Emergency Management Agency, represent the United States in transportation-related international (including NATO and allied) civil emergency preparedness planning and related activities.
Coordinate with State and local highway agencies in the management of all Federal, State, city, local, and other highways, roads, streets, bridges, tunnels, and publicly owned highway maintenance equipment to assure efficient and safe use of road space during national security emergencies.
Develop plans and procedures in consultation with appropriate agency officials for maritime and port safety, law enforcement, and security over, upon, and under the high seas and waters subject to the jurisdiction of the United States to assure operational readiness for national security emergency functions.
Develop plans for the emergency operation of U.S. ports and facilities, use of shipping resources (U.S. and others), provision of government war risks insurance, and emergency construction of merchant ships for military and civil use.
Develop plans for emergency management and control of the National Airspace System, including provision of war risk insurance and for transfer of the Federal Aviation Administration, in the event of war, to the Department of Defense.
Coordinate the Interstate Commerce Commission\’s development of plans and preparedness programs for the reduction of vulnerability, maintenance, restoration, and operation of privately owned railroads, motor carriers, inland waterway transportation systems, and public storage facilities and services in national security emergencies.

Session Long Projects 1 through 4 are focused on a specific hurricane or tsunami-like scenario that you select. Each modules SLP builds upon the other.

Exercise

Research a specific hurricane, tsunami, or earthquake that occurred within the past 10 years, other than Hurricane Katrina. Pay particular attention to the logistics and transportation issues in the response and recovery activities of the affected area. Make certain that there is enough coverage of the event to ensure that you can analyze the logistics and transportation issues.

You will use this event as the basis for each Modules SLP assignment for the rest of the course.

Consider displaced citizens, infrastructure destruction, sanitation challenges, the safety and protection of citizens, and the actual and potential dangers of cascading disasters such as exposure to downed electrical wires, poles, impassable roads and highways, possible ruptured gas lines, nuclear incidents, and overwhelmed law enforcement systems. Assume that a State of Emergency has been declared and granted, for federal assistance.

You are the Incident Commander. While waiting for the federal response, what are your current logistics priorities and transportation support concerns? Why? Support your answers with quotations.
How would you compare the logistics and transportation response between your selected event to those that occurred in Hurricane Sandy? On What basis would you make the comparisons? Justify your position with facts, statistics, examples, quotations, etc., and use proper citations and references.
