What type of program would you propose?

* Select one of the following situations. You are the administrator of the school mentioned and it is up to you to establish a program in cooperation with teachers and parents to meet the educational needs of the students in your school. Describe the instructional program you design and mention how you will use your staff resources and facilities within the specifications of the case you select. Discuss how you will locate additional resources and encourage family /community involvement and collaboration among other school personnel to fully implement your plan.
1- Your middle school is in a low -income inner city school district with approximately 95% minority student population :about 65% Hispanic and 25%African -American. Of the Hispanics, at least half are ELLs or NEP (LIMITED AND NON -English proficient). Almost all speak or hear Spanish spoken at home . You have been told the district has virtually no new money. Your school already has one teacher who is a Hispanic bilingual ,but not trained in Bilingual /ESL education. You are to propose a detailed plan to submit for a federal grant, what type of program would you propose? What personnel would you request? Budget? Etc.
